Conor Rawlins

Conor is the Associate Director and Senior Mechanical Engineer at Full Circle Design Services, with extensive experience in the design and energy modelling of HVAC systems across a wide range of building typologies. She plays a key leadership role in overseeing all mechanical design ratings and performance modelling within the practice, bringing a rare blend of technical precision and sustainability expertise to every project.

As one of only a handful of Green Star Assessors accredited by the Green Building Council of Australia (GBCA) based in Western Australia, Conor brings unique insight and rigour to both certified and self-assessed Green Star projects. She is also a Green Star Accredited Professional and leads the delivery of NCC Section J compliance reviews, building simulations, and energy performance strategies.

With a particular interest in building controls, energy auditing, and lifecycle energy optimisation, Conor has helped improve the performance of some of Perth’s most prominent buildings. Her proficiency across advanced simulation platforms supports both design development and post-construction tuning. Notably, she served as GSAP for the Faulkner Precinct Civic Centre project, successfully increasing its As Built rating from 5 Stars to 6 Stars.

As a mechanical engineer, Conor has contributed to a number of technically complex facilities including aquatic and recreational centres, designing solutions such as geothermal heating systems and conducting retrofit reviews to support energy-efficient upgrades. Her combined expertise in engineering and sustainable certification makes her a cornerstone of FCDS’s high-performance delivery team.
