Graham Agar

Graham is the Director of Full Circle Design Services and a nationally recognised mechanical engineer with over a decade of experience in sustainable building design, certification, and building services optimisation. Since founding FCDS in 2013, he has led the practice in delivering high-performance outcomes across more than 300 projects — from private dwellings to large-scale commercial, education, healthcare, and public infrastructure developments.

As a NABERS and CBD Assessor, Green Star Accredited Professional and Green Star Assessor, Graham brings specialist expertise in building performance assessments, lifecycle evaluation, and energy optimisation strategies. His work includes detailed investigations into plant and system upgrades, energy audits, and amenity performance assessments, as well as advisory roles on high-impact projects across Western Australia.

Graham’s insights are regularly sought by national sustainability and regulatory bodies, including the Australian Building Codes Board (ABCB) and the Green Building Council of Australia (GBCA), where he contributes to the evolution of sustainability benchmarks across the industry. His technical skillset spans mechanical design, energy modelling, Section J compliance, commissioning oversight, and performance-based review of building services.

As a Director, Graham continues to champion a collaborative, client-focused approach — integrating sustainable outcomes early in the design process and ensuring projects are delivered with clarity, compliance, and long-term value. Under his leadership, FCDS has grown into one of WA’s most trusted ESD consultancies, known for its technical depth, transparent delivery, and whole-of-life design thinking.
